ADU rules in Salinas

An ADU is a self-contained home on the same lot as a single-family house, with its own place to live, sleep, cook and bathe. According to the City of Salinas:

  • A single-family lot can have one detached ADU and one Junior ADU. A Junior ADU must be within the existing home or attached garage.
  • Existing non-habitable space, such as a garage, can be converted into an ADU.
  • The city does not charge development or traffic impact fees for ADUs, although school and water districts may.
  • HOAs must allow ADUs where space permits, under state law.
  • Replacement parking is not required within half a mile of transit.

Pre-approved ADU plans

For new detached ADUs within city limits, Salinas offers four pre-approved plan sets in Craftsman, Mid-Century, Ranch and Spanish styles. Pre-approved plans can reduce preconstruction fees and speed up permitting, but they cannot be used for attached ADUs or conversions. Properties outside city limits are permitted by Monterey County, which has its own rules.

Garage conversions

A garage conversion reuses a structure you already have. The work typically includes insulation, windows and doors, a kitchen and bathroom, and new plumbing and electrical. During the estimate we check the existing slab, framing and utility connections, since those decide how much of the garage can be reused.

What an ADU costs in the Salinas area

We do not quote a single price before seeing your property. ADU cost depends mostly on the type of unit:

  • Junior ADU or garage conversion. Reuses existing structure and is usually the most economical option.
  • Attached ADU. Builds onto the existing house.
  • Detached ADU. A new stand-alone structure, with the most site work.

What drives the cost up

New foundations, long utility runs to a detached unit, site work, and larger floor plans.

What keeps the cost down

Converting existing space, keeping the unit compact, and using a city pre-approved plan where it fits.

What your estimate includes

A written, itemized estimate with scope of work, materials, pricing and timeline. No hidden fees, no surprises.

The ADU process

The City of Salinas process starts with a planning consultation, then plans prepared by a building designer or architect, plan review and a building permit, a recorded deed restriction, and inspections during construction. Timing depends on plan review and revisions, so we build our schedule around the permit and keep you updated throughout. For questions about city rules, the city runs an ADU hotline listed on its ADU page.
