Carmel-by-the-Sea: design review

In Carmel-by-the-Sea, most building or site alterations need some level of design review before construction. Minor modifications may be approved by the city's Director, while more substantial changes may require approval by the Planning Commission.

For single-family homes the city uses two tracks. Track One is a staff-level review for projects that do not need a coastal development permit and are exempt from public hearings. Track Two covers projects that need a Planning Commission hearing and starts with a Preliminary Site Assessment before design concept plans are submitted. Both are measured against the city's residential design guidelines. See the city's design review process.

Historic properties

When an application is submitted, the city determines whether the property contains historic resources. If it does, the work must be consistent with the Secretary of the Interior's Standards for the Treatment of Historic Properties. Minor alterations are reviewed by staff; major alterations need an evaluation by a qualified professional and approval by the Historic Resources Board. Planning for design and historic review up front keeps a Carmel project on schedule.

Carmel Valley: Monterey County permits

Carmel Valley is unincorporated, so it is not permitted by the City of Carmel-by-the-Sea. Building and land use permits there go through the County of Monterey Housing and Community Development Permit Center in Salinas. We confirm which office covers your address during the estimate.
